There's two ways to get there.
Go (top desktop menu bar) > Utilities > Audio MIDI Setup.
Or Go > Applications > (scroll down) Utilities > Audio MIDI Setup.

You're intended to use the Behringer as playback. That's the only way you can get zero latency monitoring—listening to yourself without delay or echo. If you're in Windows 10, try a cold shutdown. It's on the front of the 2i2. I assume that's where your headphones are plugged in. That's where they should be plugged in for overdubbing.

Audacity by itself will only open and manage a handful of different sound formats. To get the whole rainbow, you have to install both the Lame and FFMpeg software.

I didn't think it was. All these problems seem to start when you implanted this internal hub into your system.It is not an external hub.

Right. Because the noise is happening on the playback side, not the record side.I've tried using the noise gate plug-in, but it doesn't have any sort of effect on it.
Try turning off Direct Monitor.

Recording latency is adjustable and there is a little dance you can do to make sure it's OK, but there's no good reason for it to change.
