Oddly, I can't think of a good way to do this with one pass in post production. Announce both sides at the same time. Straight run-through. Duplicate the track so you have two blue waves of the same thing. Apply effects, filters or corrections to one so it sounds enough different from the main voice...

One thing that can really sell the effect is use two different microphones for the two performers and you can do it with one microphone. No, but you can split the stereo track and add silence to the beginning of the bottom one. You can Generate > Silence down to digital sample accuracy if you want.

It sounds like the install is confused. Drag it to the trash. You can use Overdubbing. I have tried restarting my laptop. How? Shift-Shutdown, wait a bit and Start. Regular restart doesn't shut down and reset all services and settings.
