Audacity doesn't have a text to speech converter and there is no voice changer I know of past the regular effects. I'd be doing it with voice acting, but that's not the question. the Audacity.app file was in a folder within /Applications and not alone in /Applications.

That's how I install multiple different versions of Audacity for testing. What did you call that folder? Rules for folder naming are pretty strict.

Audacity should accept VST plugins, but not all of them. If the plugin is graphics-heavy, Audacity will not be able to manage it and I don't know any way to tell ahead of time. It's worth calling them. I've gotten some good interaction with Sweetwater and I'm a customer.
