You typically can get older Audacity versions, but 2.1.3 may not be posted yet.

I don't know what would cause the blue waves and the sound meter to not match. That is very odd. You can install more than one version of Audacity. As far as I know you can install Audacity into an APP folder instead of just the APP location—and you can have more than one. I don't know how that work...

Right-click the recording meter and make sure it's Gradient - DB for recording. That's the one that starts turning yellow, then orange and then finally red when you get too far up.
