I suspect you have 28 overload points and the software is trying to label every one of them. Drag-select that little chunk and Control-E Zoom into it. That's a wave-off. There's a sound overload condition at the very end of the recording requiring no amplification.

I want to amplify portions of a 9 hour recording. It opens and plays in Audacity perfectly well and the tools such as Noise Reduction seem to work. There is a much more exotic way to do this. Use the musical overdubbing techniques (record all the instruments in a song one at a time). Listen to the original track from the beginning of the segment and read right along with it so you have exactly the same rhythm and volume and announce the correct...
