By selecting the measurement technique you want within the tool, I think Effect > Change Speed should be able to let you adjust down to individual digital samples if you want. (click the graphic)

Re: audacity is prone to crashing
I'm experiencing frequent crashes. You don't fall into the standard scenario for crashing, but here it is anyway. It's always drivers. Device Drivers have hooks into the middle-brain of Windows and if you find yourself crashing every time you try to play or record, that's a darn good place to look....

Re: audacity is prone to crashing
Audacity does a couple of odd things it's good to know about. It keeps most if not everything in memory, so if you have an insane show, all the insanity has to fit. This is why some of the more complex effects don't work well with super long tracks. I may have that a little fuzzy, but that's close. ...

Re: fixing my mistakes
See? I can force it to pass ACX AudioBook compliance (see first three readings and sentence 2/3 down) Screen Shot 2017-11-18 at 16.02.37.png But I had to go through noise processing twice to get there and your voice is starting to sound hollow and wine-glassy. Re: Cannot record through my Mic Jack from record player amp
split-out the mic & headphone connections. And that will give you left headphone, right headphone coming out and single microphone going in. So even after all that, there's no good way to record left and right phonograph. Some computers have special setups that allow you to record two signals. ...

Re: fixing my mistakes
Why is to be determined, but yes, the "rain in the trees" hiss noise behind you is way too loud. And/Or, your voice is way too low. We're 2/3 there. I applied the audiobook tools and got everything to pass including voice quality.....except noise. Before we get into the weeds about microph...

Re: audacity is prone to crashing
Describe the show. What are you doing? How long is the show? How Deep (number of tracks)? Where are you doing it? Are you tightly integrated to Google-Drive, DropBox or other on-line service? When you installed, did you do a plain install over another version? Did you install and tell the installer ...

Re: Is this a known undesirable feature?

You can also get this effect when you drop the recorder just before turning it off.

Re: Changing fps from 24 to 23.98
It's not 23.98. It's 23.976023976024. It's the old NTSC television rate reflected in film.
