Not through Audacity.
Windows 7 has a Snipping Tool program that will allow you to either shoot the whole screen or draw a box around your area of interest. That's how I got this picture of the Control Panel (click the graphic).

Properties/Advanced for Stereo Mix You should not be in Stereo Mix to record a simple tape machine. Stereo Mix's job is to bundle all the sound sources on the machine into one "thing" or "fake" device. That's the one you use to record YouTube video sound. Use the microphone one....

You can get off the ground with a very quiet room and a padded (furniture moving pad) round table and an omni-directional microphone in the middle picking up everything (that's why the room needs to be dead). There is one problem that's been cropping up more and more. Audacity will work well for the first ten or twelve seconds and then go nuts. I don't know anybody's ever figured out what's doing that, but if you have a borderline machine, it will just stop working.
