Since these are critical recordings for you, it's probably a good idea to post a sound sample on the forum when you get it all working. We can diagnose many normal announcing errors and keep you from sending damaged recordings to a client.

USB connected devices do not record with enough volume. Wellllll..... Since there's no sound mixer, recording console or interface with a USB microphone, there's no good way to set volume. You don't have to fly blind. Audacity has two different ways to determine your volume; the bouncing light sound meter and and the blue sound waves on the timeline. Recording streaming audio is not "natural" for computers. They have to run the Playback and Record sides of themselves at the same time.

If you're in a multi-track show, click just right of the up button on the left.
If you have a stereo track—two married tracks—you have to break them apart first. Drop-down on the left > Split Stereo Track. Do your worst and then Make Stereo Track to put them back together.

File > Import the MP3. After it opens in stereo, Tracks > Mix > Mixdown To Mono. File > Export > Export as WAV. Set the sampling rate with the window lower left. The bit depth is set at export. However. You do not suddenly get WAV quality. It will still be MP3 quality in a very fancy, expensive box....
