I'm pretty sure you can do that with the time tools at the bottom of the Audacity edit window. Screen Shot 2018-02-08 at 18.11.16.png I probably wouldn't do it the way you said. Are you really complaining about sound above 100KHz? 100,000 Hz?if it will still be cut off up to 100 k
Rumble filters work around 100Hz. That's thunder, earthquakes and heavy trucks going by.
And wind noise on field recordings.

Ummmm.....header does not have any information about the sample rate.
OK......
So what sample rate does it use when all those people with no AUP file claim to have played their show in six second chunks with no mention of any distortion?

The "AU" files are "data files" for the Audacity project. You should not interfere with them. Yes, but. They're also six second sound files and you can play them in Audacity as a troubleshooting tool. They should sound normal, just short. No idea why it plays off speed. Don't do...
