It's not delete.
Select the portion to be removed and Generate Silence. Audacity should automatically make a silent slug to fit in the hole.

Both Windows and Macs have a device selector and volume meter. You should get that to work before you even open Audacity. Audacity gets its sound from the Operating System not the device.

I have a handy conversion chart.
Click the graphic to see the whole thing.
Convert Percent to Audacity by moving the point to the left. 50% is 0.5. That's half-way which works out to 6dB. That's the only one I remember in my head.

I did the sums for you. -1dB works out to be 89.1% which you can convert (.891) and round off to 0.9 in Audacity-speak. You can grab the bottom of the timeline and pull down to make it taller and it will actually show you that. Then all you need to do is find the one peak (up or down) which lives at...

Normalize and Amplify are sisters. They turn the volume of the whole performance up or down to meet the criteria. Full stop. Did you install Skype or other chat application on your new machine? Games? Audacity does not Play Well With Others. Make sure everything else is closed and not napping in the background.
