Solution:
There was no sndfile.pc file in /usr/lib/pkg-config. I figured this out by looking at config.log. There was not a sndfile.pc because I did not have the development portion of the sndfile package installed.

This is usually a result of being too tidy with your computer and cleaning up "unused" files. Computer slobs rarely if ever get this problem.
