(The question is if the bug is Audacity, in card's drivers, or in OS.)

I think Audacity should not crash and I tend to think there would be a related bug. I've never tried, but do you have another editor on your machine that that can play 64 tracks? - you can simply generate silence of the required length, which is immediate NOT ! I am enough clever to do that if it would be expected to work. This cannot work just because it is immediate. The dB's are runnig in units, and with Shift, in halfs of unit.
Well there is a rounding bug, it steps sometimes by 0,5 dB and sometimes by 0,4 dB (1.3.5, in XP)
