I'm using 1.3.12 and I could not get my project to convert to 44100Hz from 48000Hz (which I must have clicked on accidentally) I had to re-record the portion of my project that had been recorded in 48000.

Yes, the "label stuck to a clip" would work quite nicely... If you know how to do that, please let me know...
