I uninstalled Audacity, then deleted the remaining files in the Audacity folder and the folder itself.
I reinstalled Audacity and the program found the ffmpeg libraries. Of course, after that the WMA file imported quickly.

Thanks for your quick reply, Gale. I found all those av*.dll files in the c:program filesAudacity 1.3 (beta) folder as well as the c:program filesFFmpeg for Audacity folder. The versions were older in the Audacity folder - 1/8/2009 vs. 7/20/2009. Should I dump the old ones? There's also a 1/8/2009 v...

cannot import wma files
I am unable to import wma files into Audacity 1.3.12-beta. I have installed the ffmpeg files but apparently they don't "take" in Audacity as the Edit - Preferences - Libraries sheet shows ffmpeg library not found. :( I am using Windows XP SP3. I am pasting the contents of my log file below...
