if i'm understanding your problem correctly, i think what you can do is manually highlight the silent parts, then use the "Generate > Silence" option to input the exact length of time you want all of the silences to be. this will both delete the silent parts you have now and replace them with silenc...

for the past couple of weeks when recording with audacity, i've noticed this really irritating static problem... it's like there's this variable stream of static that gets louder and softer at odd intervals during recordings. i just did a 3 minute recording, and for the first minute, it's noticeable...

i have about 63 gigs free of 136.
and i know now not to try transferring stuff from one project to another that way -- i exported about half of the tracks in one as a wav. and imported it into the other (which i assume is fine).
