im running 1.3.10 but i dont see it on the edit window

i dont know how to explain this but when im highlighting tracks i can only start from minute intervals; what i mean is the time bar above the tracks: 0.0, 1.0, 2.0, etc, i can only highlight tracks starting from and to the those minute markings, and not in between. im not really sure how this happen...
