Is that what's causing the issue? Not directly. The problem is caused by a bug in a recent Windows update affecting the IME (Input Method Editor). You have accidentally enabled "Pinned play head".
Click on the "thumb tack" icon on the extreme left end of the time ruler, and turn off "Pinned Play Head".

You could report it to Snapcraft. The bug is probably in the packaging, not in Audacity 3.x itself. I've not seen or heard of this issue other than in the Snap version.
