1. It is not a commercial product
2. It is not a US product
3. It is not exported from the US.

Yes, there is the possibility of unnecessarily dithering, or dithering multiple times. You can optionally disable dither if you wish. Whoever made your church website needs to learn how to properly embed audio into web pages. The easiest and most compatible way these days is to use the HTML5 <audio> Element.
