I also had a crash while installing audacity. My explorer crashed. But this only happens on the first installation attempt. I was logged in as administrator.
I also didn't see this behaviour in previous versions of audacity - and I already used all beta versions of 1.3.x

If I install audacity 1.3.10 over old version 1.3.9 (or even already installed 1.3.10) , I get some errors while installing. This happens with some .css files.
