I'm seeing a similar problem on an HP laptop. I downloaded latest audacity 1.3.9 and the ffmpeg libs. Installed both, and Audacity will not recognize the ffmpeg libs. I had this working back with 1.3.7, but no luck with new version. EDIT: OK, I uninstalled Audacity completely, and then re-installed ...
