Problem resolved. Found in another forum posting "Error opening sound device" the well explained solution. The Windows privacy setting did not allow apps to access the microphone. A change to allow corrected the problem.

Using Audacity 2.2.2 on Dell Inspiron 660 Win 10 Home with USB connection. Audacity recognizes the USB recording and speaker, but when trying to record states "Error opening sound device."
