First, you must get the VST Bridge here:

http://audacityteam.org/vst/

Install it into your Audacity Plug-Ins directory as per the instructions, then install your VST plug ins in the same directory.

My Nyquist and LADSPA plugins work great also.

I needed an effects filter yesterday, and I found this site which had the effect I needed (and it worked too).

I had the same problem a while back. For me, it was the "CleanSpeech" user interface that was clicked in the preference panel. Check to make sure that "CleanSpeech" is unclicked. I find that if I adjust the output volume level of the device I am recording from in the Volume Control Panel instead of the input level, it controls the recording volume level in Audacity.

I do some podcasting and I tried "cleanspeech" on an mp3 podcast file. It is great, essentially a macro that applies a number of preset filters to clean up podcast type files. It works great and saves me the time of having to apply filters manually.

Great stuff.

I finally found out what was happening. I had to access "preferences" > interface and unclick "CleanSpeech Mode" at the bottom. It all works now.

I just have to find out what CleanSpeech really does.

Oddly enough, all of the plug ins show up in 1.2, just not 1.3, even though they were all installed in their respective plug-in directories.

Audacity 1.2:

All I'm getting under the menu item "Effects" are

Amplifier > Normalize

Utility > Fade In
Fade Out
Noise Removal
Normalize
Truncate Silence

Leveller . . .

No Unsorted group, just the default stuff, even though the plug-in folder is full of effects.

FYI, the nyquist effects don't show up either. Both LADSPA and NYQUIST are supposed to have built-in support in Audacity.
