Chain help - bit rate change

Another quick question Id like to have a chain in which I use Amplify (-2.0db), then Export to Mp3. When I export I get the error in the attached screenshot. How can I prevent this? Can I add a command to the chain that would automatically resample the project at an appropriate level prior to export...

Thanks for the rec. Didnt notice too much difference, except for the red bars going away. But the sound was still harsh.

Here is a full file -- with a better example of the ringing/distortion? ---

Ive been playing with the dynamic compression plug in -- but havent found exactly what I am looking for, as I definitely dont completely understand all the parameters. I also tried hard limiter ... but that wasnt working out. I basically want the audio lecture to be less "harsh" -- I think...

The file was a snippet from the original. But then I had to re-export it to ogg after I cropped it. A friend sent it to me. The full original was in .ogg. the quality is definitely poor. I just dont want it to be so loud suddenly. I dont really care about making it sound "better". Does tha...

Thank you --- I just tried it out.

However, let me rephrase my question.

Without using Cleanspeech -- what changes do you recommend I use on the ogg I uploaded to make it sound better. Seems to me there is a lot clipping because of a wide dynamic range. Thank you.

Thank so much --- very informative! I had used the latest version of Cleanspeech. However, that .ogg I uploaded is the original. And I am looking for recs on how to get rid of any clipping and I suppose minimize the dynamic range. Essentially, I just want to listen to the lectures without the surges...

Ultimately I need it to be a relatively small mp3, but just kept in ogg after trimming as that was the original.
