It's hard for me to tell, bu I think the High and Low Pass things do work. If there's a problem with either, it's the high Pass- there's diffference to the original sound, but it doesn't sound especially high pitched. The Low Pass doessound low-pitched though, I think

With Audacity closed. find audacity.cfg then open it in NotePad and edit the file so that it has only the following one line: NewPrefsInitialized=1 Tell me why we're doing that instead of just trashing the file? I tried your solution, but, although it's forgotten about my recent files and my Noise removaal settings (that's fortunate!), both the Vocoder and the Delay still don't work. I think I'm going to try them on another account.
