Circa 6000 - 8000 Hz for the cut-off? And yes if you want to click the e-mail icon under my username and send me a short (1 minute) WAV file with the words in question, and what you "think" they say, I'll have a quick play with it. You've obviously tried Effect > Amplify? Effect > Low Pass Filter, which might kill the exaggerated sibilants you might get with whispering?
