FIXED - see below!! Wow. I had exactly the same symptoms - except using Audacity 1.2.3-beta. Audacity simply rebooted my W2k machine as I opened it. - Ever since I loaded and used the Lame mp3 encoder for the first time. And in safe mode it did not. Did not want to investigate the sound card drivers...
