Amplify - Why Are The Limits Sometimes Low?
Sometimes when I select a chunk of sound to amplify, I can amplify it to e.g. 12,15,19 times etc. With other selections, the most it will let me amplify is really low like 0.6, before the OK button is greyed out.

It's not easy. You need to "loop" the sound (using the "Repeat" effect), but you need to choose the start and end points of the repeating section very carefully to achieve a smooth result. Looping sounds well is a bit of an art - there's a lot of information and tips on the Internet on how to do it...
