Plugins go to ~/Library... is problematic

Those three locations are not documented, either way: http://manual.audacityteam.org/man/installing_effect_generator_and_analyzer_plug_ins_on_linux.html. Perhaps it is the third bullet point which duplicates the following text that is wrong.

Yes. It's drifting away from the original complaint, whatever it is.
