If it is a stereo recording, you could try the “Vocal Reduction and Isolation” effect. The effectiveness depends largely on the nature of the recording. In a lot of cases it is just not possible to isolate voices. If the recording is mono, then the best you can do with Audacity is to use the Equalization effect to reduce very low frequencies and very high frequencies (for example. using the “Telephone” preset).
