The first slider control in Noise Reduction sets the amount of reduction. Increase this setting (slider to the right) for more noise reduction.
Note that noise reduction effects are always imperfect, and you need to strike a balance between the amount of noise remove (more is better) and the amount of damage to the remaining audio (less is better). If you attempt to reduce the noise too much, it can make the remaining audio sound bad (metallic / robotic / bubbly).
Another effect that may be used in addition to Noise Reduction is a “Noise Gate”. There is a noise gate plug-in here: http://wiki.audacityteam.org/wiki/Nyquist_Effect_Plug-ins#Noise_Gate
