The old forums for those versions are now closed, but you can still read the archives of the 1.2.x and 1.3.x forums.

I use Audacity 1.3 on .exe file on Windows XP.

For some reason, when trying to open audacity a windows error message appears: "C:Programme Files/Audacity/audacity.exe is not a valid Win32 application"
What can I do to change this.

You may have a corrupt download.
Delete the copy that you have and download it again from here: http://audacityteam.org/download/
