Effect > Limiter in Audacity 2.1.2 has four different actions and one of them is Soft Knee. It works as a dynamic effect unlike Leveler which just smashes peaks.

I've been using it for AudioBook mastering with SetRMS and possible noise reduction. SetRMS is a custom tool that forces loudness. Then follow up with Soft Limiter to define peaks.

Somewhere in there may do what you want. Unzip this and copy the text into Effect > Nyquist.
