I copied that file out to the LAME folder and presto - the beta version of Audacity works!
The proof is in the pudding: for those users having problems with the either the beta (1.3.9) or the stable (1.2.6) version of Audacity in conjunction with the LAME Encoder - check the download you are using...there are two options available on the LAME page: http://lame.buanzo.com.ar/
The first, titled "Lame_v3.98.2_for_Audacity_on_Windows.exe" that points here: http://lame.buanzo.com.ar/Lame_v3.98.2_ ... indows.exe IS A BAD FILE!!!
The second, titled "libmp3lame-win-3.98.2.zip" is good - and has a download location from here: http://lame.buanzo.com.ar/libmp3lame-win-3.98.2.zip
Here's what to do:
1. Download Audacity (either version)
2. Download the LAME 3.98.2 zip file
3. Install Audacity
4. Expand the Zip file and copy the .dll file to the same root folder as the Audacity executable (C:\Program Files\Audacity\)
5. Open Audacity
6. Under Edit | Preferences, select the option for Libraries, and click browse to tell Audacity where you put the lame encoder to
