My Audacity doesn't offer me the ability to record as a wave file. I reinstalled Audacity to see if it changed but the same thing is happening. I have a Toshiba satellite with windows 7 as an operating system.

Audacity does not record WAV files, MP3 files or any other sort of audio file.
Audacity creates "Audacity Projects" which are in a special format that only Audacity understands. This format allows Audacity to be able to do all of the fancy editing stuff that it can do.

To create an ordinary audio file (for example a WAV file) you need to Export from Audacity.
Please read this for a full explanation: http://manual.audacityteam.org/man/Audacity_Projects

Audacity 1.2 is now very old (virtually obsolete). The current version is Audacity 1.3.14 which you can get here: http://audacityteam.org/download/beta_windows
