You can get it here, but note that there are two versions of 1.3.13 and only the one that says "Windows 98/ME" is suitable for Win 98.

Slightly off topic - I was thinking that I'd not seen anyone running Win 98SE for ages, but we did have another question about Win 98 a few months ago.... guess who.
